Monocle Man is the name given to a monster in Silent Hill: Downpour. It can speak fluent English, verbally tormenting Murphy Pendleton during their brief and only encounter at the climax of the cavern train ride in Devil's Pit. He appears as a stage hazard and minion in PlayStation All-Stars Battle Royale.
Monocle Man represents John Sater, perceived as a monster either by himself or by Murphy. This is suggested by the fact that the Monocle Man appears in the caverns right before the train derails, mirroring the accident that caused JP's suicidal guilt.
The monster may be hostile towards Murphy based on the fact that Murphy refuses to acknowledge his crimes surrounding Patrick Napier's death, mirroring the conversation he has with JP before his subsequent suicide: "Murder's a mortal sin; you go to hell for murder... And how 'bout you, Murphy? Someone know all your dirty little secrets?" The monocle being a searchlight could also reflect Murphy's apprehensiveness regarding this conversation's exposure of his past crimes.

Monocle Man appears in the Oakside Park stage. After the forest is set in flames many monsters of Silent Hill can be seen walking around. Monocle Man also will appear out of the mist and act as the hazard of the stage. He is very big and covers most of the sky, he remains there for the rest of the match.
Monocle Man only has one ability, which is using his tentacles to slam down on the stage. He has two thick tentacles, that kind off act as his arms. He will raise them in the air and slam down on a random place on the field. The shadow of the tentacles can be seen, so you also know where it is going to strike.
